Essay

The dissertation is devoted to the development of theoretical provisions, methodical and practical recommendations concerning organisational and economic support of the efficiency of personnel management of the enterprise. The author has offered organisational and economic support of the efficiency of personnel management which, in contrast to the existing ones, contains the methodological and resource basis for the economic component, the internal normative and information and communication ground of the organisational component, as well as the synthesised capital which determines the interaction between resource and information and communication flows for implementation of the projects, programs and actions that are realised in the subsystems of personnel management. The sequence of stages has been presented for determining the conditions of organisational and economic support of the efficiency of personnel management of the enterprise, which, in contrast to the existing ones, stipulates the assessment of economic and organisational components by means of the instruments of sociological examination and the matrix of enterprise positioning through the lens of ‘the level of an economic component – the level of an organisational component’ for ensuring the efficiency of personnel management that allows timely taking the effective personnel decisions, as well as identifying the priority areas for staff development and guaranteeing the improvement of management quality. The informational and methodical provision for ensuring the reserves of increasing the efficiency of personnel management at industrial enterprises has been developed which, in comparison with the existing developments, reveals the hidden rules of formation, use and capitalisation of the synthesised capital that allows determining the significant factors of the efficiency of personnel management of the enterprise and taking them into account when substantiating the decisions regarding the management of company's synthesised capital. In order to ensure the sustainability of the enterprise operation and the gradual increase of the efficiency of its personnel management, the developed organisational and economic support of the efficiency of personnel management has been presented in the form of the appropriate mechanism which, unlike the existing ones, is based on the integrative interaction between economic (methodical, resource) and organisational (internal normative, information and communication) components, that is conditioned by special and general principles, functions, methods and tools of personnel management and provides for the formulation of the goals of personnel management development in the context of their identification and harmonisation with the needs of the enterprise. The methodical approach to the assessment of the efficiency of personnel management processes has been developed. The distinguishing feature of the former is the definition of integral indicators of the efficiency of such processes of personnel management as HR strategy (personnel policy); selection, recruitment and hiring; adaptation; rating; movement; development; remuneration, which allows tracking and taking into account changes in these indicators, identifying unsustainable processes of personnel management of the enterprise and taking appropriate measures to increase the overall efficiency of personnel management. The definition of the concept of the efficiency of personnel management has been proved in the work. Its peculiar feature is that it is explained through the implementation of its main functions with the help of specific tools (principles, methods, means, types of provision) on the basis of combination of the target, cost and system approaches to stakeholders.
