Dzjaduk G. Mechanisms of state regulation of development of small and average agricultural business in Ukraine

The dissertation is devoted to research and substantiation of theoretical positions, development of practical recommendations for improving the mechanisms of state regulation of development of small and medium agricultural enterprises in Ukraine. The content of the concept of "the mechanism of state regulation of the development of small and medium agricultural enterprises" is revealed as a complex of practical measures for the achievement of certain goals, realized through appropriate methods and tools of state influence on the object of regulation. It is noted that the implementation of state support to the agrarian sector in Ukraine is ineffective and the amount of allocated subsidies is insufficient. According to the indicator of Producer Support Rating (PSR), Ukraine has a negative value. It is proposed to develop explicit criteria for classification of agricultural enterprises in small and medium size according to the size of used agricultural land size, number of employees and sales volumes in the normative documents in force in Ukraine. Specific proposals have been developed regarding the improvement of the economic mechanism of state support for agricultural business, which include offers on preferential lending, state policy of regulating prices in agrarian markets, creation of a mechanism of direct subsidies per 1 head of an animal and 1 hectare of agricultural land, development of cooperation and partial compensation of interest on banking loans. Proposed conceptual provisions of the strategy of small and medium agricultural business development in Ukraine include selected directions, stages and mechanism of its realization. Specific measures have been developed to implement the proposed provisions, which include a mechanism for interaction between public authorities, an approach to the implementation of state regulation of the development of small and medium agricultural business, a mechanism and monitoring of the implementation and control over the implementation of the program.It is noted that the practical realization of the proposed conceptual provisions on the basis of the theory of sustainable development involves the search for innovative approaches and a comprehensive mechanism of state regulation through the harmonization of economic, social and environmental indicators. Implementation of the conceptual provisions of the strategy for the development of small and medium-sized agricultural business in Ukraine should take place in a comprehensive manner in all identified areas through the implementation of various programs and projects.
