Vyshniak I. Mechanisms for Implementation of State Energy Saving Policy by Housing and Communal Services of Ukraine

The dissertation is devoted to resolving a highly relevant scientific problem in the field of public administration in order to substantiate the theoretical positions and directions of improving the mechanisms of implementation of the state policy of energy saving by housing and communal services of Ukraine. In the dissertation the main theoretical principles of mechanisms of realization of the state energy saving policy in housing and communal services sector are analyzed, features of the mechanism of formation and implementation of the state policy of energy saving in the housing and communal sector are determined and the organizational, legal and financial mechanisms of its implementation are developed. The normative-legal provision of state support for the introduction of energy saving in housing and communal services, the efficiency of implementation of state energy saving programs by the enterprises of housing and communal services, and the state assistance in the development of renewable energy sources in the industry are investigated. Practical recommendations for the development of mechanisms for implementing state energy saving policy are given. Modern approaches to the mechanism of state incentives for the development of the energy management system in housing and communal services are proposed, priority directions of energy saving in the industry are defined in the context of the formation of low carbon development, ways of improving the mechanisms of implementation of state programs for increasing the energy efficiency of housing and communal services are suggested.
