The dynamics of the development of rules and standards of trade facilitation is described, which went through several main stages, including: distinguishing of customs formalities from instruments of foreign trade regulation, introduction of modern standards of administrative procedures in customs regulation, recognition of measures to facilitate trade as an independent category, establishment of recommendation standards for trade facilitation, establishing obligations for the implementation of trade facilitation measures.
