Essay

The object of study is the state policy formation and implementation process of providing cyber security. The purpose of the study is to deepen the theoretical foundations and to develop scientific and methodological and practical recommendations of providing cyber security state policy formation. Research methods - monographic, systematic analysis, generalization method, complex approach; comparative analysis; method of specification, statistical, graphic; conceptualization, abstract logical method, prescriptive analysis, set theory, graph theory, scenario modeling, cognitive modeling. The practical significance of the obtained results is that the dissertation theoretical provisions are brought to the level of practical recommendations and form the methodological basis for ensuring cyber security at the state, regional and enterprise and organizational levels. Obtained results scientific novelty is to solve the scientific problem of deepening theoretical foundations and to develop scientific and methodological and practical recommendations of the providing cyber security state policy formation, which creates a fundamental basis for enhancing national security. The methodological foundations of cyber security state management forming the analytical support have been improved; the conception of the ensuring national cyber security state policy; methodological approach to substantiation of managerial influence directions in the cyber security field; a mechanism for shaping the state's cyber security policy. Theoretical approaches of the state policy forming providing cyber security have been further developed; systematizing and generalizing the foreign countries experience on the state cyber security policy development and implementation; methodological approaches to the providing cyber security state policy formation.
