In the dissertation the theoretical and methodical principles of formation and implementation of the state policy in the field of employment of the population in the modern conditions of social development are substantiated, author's understanding of the employment of the population as a structural condition of democratization of public management, which is laid by the methodological and technological administrators of administration, which extends the norms for the free realization of the right, is proposed. citizens to realize their own life. The expediency of introduction of the method of democratization of social and labor relations, which demonstrated the transition from bureaucratic management structure to multilevel network structural management, was substantiated. Vocational education as a structural and functional component of productive employment of the population in conditions of innovative changes is characterized, which includes acquisition of strategic titles and acquisition of appropriate skills and abilities. A combined approach to the implementation of procedures for the profiling of the unemployed, which provides for the assessment of the risks of long-term unemployment and the selection of active programs, is developed. The statistical model of estimating the employment potential of the unemployed, which takes into account the level of motivation of the unemployed to employment, is calculated, which is calculated by means of questionnaires. The state policy in the field of employment as a set of measures (direct state and direct influence on the labor sphere), aimed at stimulating the attraction and effective functioning of individuals in the field of work for the achievement of the goals of society, has been characterized. The concept of "innovative employment of the population" has been identified, which characterizes the employment that arises in the development of modern information and communication, which leads to the emergence of new forms of employment, increasing the demand for "quality human resources", able to carry out information on highly intelligent types of work in all spheres public life. The concept of the program-target method of realization of the state policy in the field of employment of the population is proposed. The innovative type of social development, which introduces new requirements for specialists in various spheres of public life, has been discovered, leading to the expediency of possessing new skills, which serves the modernization of production, gradually replacing traditional activities and specialization. The main criteria of innovation, which influence segmentation of employment in the modern society, are categorized, among them: involvement of the participants of labor activity in the process of creation and use of innovations; creative nature of work; high level of education and professional mobility; high level of social and economic efficiency; A methodology for profiling the unemployed and reducing long-term unemployment in Ukraine, which serves to improve the performance of objects Key words: state policy in the field of employment, realization of state policy, innovative employment of the population, profiling of the unemployed
