The thesis is devoted to theoretical-methodological as well as practical aspects of public-private partnership mechanism formation in the area of Health Care System in Ukraine and the development on this basis some recommendations concerning the improvement of partnership relations of authorities, private sector, and civil society in terms of systemic mechanism to achieve the Aims of Consistent Development of Ukraine. The extended explanation of the social phenomenon nature in public private partnership is proved.
The extended explanation of the social phenomenon nature in public-private partnership is proved through the methodology which is used to reform Health Care System in Ukraine.
The reform of Health Care System in Ukraine includes the activity aimed to its management as entire system with the following characteristics: factors, principles, specializations, conditions and limit.
The mechanism of public-private partnership in the process of reforming Health Care sector in Ukraine is introduced, the main target of which is recourse consolidation and risk distribution in public and private sectors aimed to satisfy public demands on the basis of mutual benefits, provision of finances, creation and exploitation of socially important institutions on long term basis. The mechanism of state-private partnership in the process of Health Care reforming combines legal, administrative, social, and financial methods and requires the usage of means and tools, consideration of levers to provide optimal usage of already existing nation potential.
The classification of the min forms public-private partnership is fulfilled according to the realization of relationships among public and private partners: economical, legal, structural and organizational ones.
The mechanism of public-private partnership in developed countries is reveled. The bureaucracy of Health Care System in Ukraine during the structural changes is proved, the changes due to reformation of the social system which is characterized with systematic unpredictability, critical decrease of state health care support to the public, lack of state funding etc. The touchy issues of state institutional capability are identified. The specifics of Health Care reform in Ukraine is determined and the model of development public-private relations program implementation is introduced which includes the following components: selection, project preparation and development, which are aimed to satisfy public needs, and which can be implemented through the mechanism of public-private partnership. The effectiveness of public-private development program model depends on the external data availability, qualified specialists, capability to organize the team of efficient managers for the projects; sustainable flows of income should base on financial project lifecycle, distribution of commercial risks and investors protection from the risks which are better managed by the organ of public management; involvement of private funding within existing capabilities of financial markets to provide needed investments for the projects aimed to satisfy financial need from the initial capital investments to the expenses for management the main means and working capital; political will to implement public-private partnership mechanism, legislative and regulatory framework, which re used and encouraged with the mechanism of state-private partnership.
Comprehensive complex model of public-private cooperation in the process of project formation and its implementation in terms of public-private partnership in the area of Health Care is developed. It differs by its social orientation, variety of organizational forms, clear and comprehensive lifecycle and institutionally determined mechanism of state-private partnership, which involves the project support with predicted funding, existence of infrastructure to conduct the project, participation of qualified and highly qualified experts, participation of highly qualified project managers who have experience both in project funding and in the building and exploitation of object constructions; fair and honest distribution of project risks between partners.
Numerous offers are developed to reform the Health Care system in Ukraine, in particular the development aimed to increase the competitiveness of single approach economy in terms of public-private partnership; improvement of regulatory framework concerning the issues of public-private partnership in Health Care area; clear distribution responsibilities among executive bodies in the system of Health Care state government concerning public-private partnership.
