The essence of public administration mechanisms advanced development in the Ukrainian economy can be as innovative mechanisms for economic policy, creating a competitive advantage in high-tech sector and social institutions built on principles of motivation of human development, science and education, taking into account socio-economic characteristics of the country.
The public administration mechanisms advanced development in the Ukrainian economy model is advanced, which takes into account the flood of globalization megatrends, globalization and integration processes, and provides for the achievement of the UN Millennium Goals and is based on the development of innovative industries in the industry.
An improved system for the integrated assessment of key performance indicators for the functioning of public administration mechanisms of the country’s advanced development, which is developed on the basis of sustainable development objectives and consists of country ratings, in particular the Global Competitiveness Index, Global Human Capital Index, Global Innovation Index, where non-economic factors acquire new significance such as gender equality, quality education and health care, and culture. They ensure the development of human and social capital, create conditions for the country’s qualitative development.
The study improved the system of integrated assessment of key indicators of the effectiveness of public management mechanisms ahead of the development of the economy through a system of indicators for assessing and monitoring the impact of the progress of introducing public management mechanisms ahead of the country’s development, which can be grouped according to directions: the economy (poverty eradication, innovation and infrastructure, decent work ); social development (gender equality, quality education and health care, reduction of inequality); ecology (clean water, sustainable urban development, conservation of ecosystems, combating climate change); governance (peace and justice, partnership for sustainable development).
The complex mechanism of public administration for the development of the country’s economy was substantiated and introduced, which, in addition to direct influences on economic development, took into account the capitalization of the influence of socio-humanitarian culture factors, science, education and public health.
The research proposed a model of mechanisms of public administration ahead of the development of the Ukrainian economy. The constituent elements of this model should include:
– external influences;
– national network of advanced economic development: state institutions (Cabinet of Ministers of Ukraine, President of Ukraine, Verkhovna Rada of Ukraine), international organizations (Bank for Reconstruction and Development of Ukraine), scientific institutions;
– regional hubs ahead of economic development;
– legal regulation of mechanisms of public administration ahead of the development of the Ukrainian economy (strategy of advanced economic development, audit of existing regulatory documents, etc.);
– internal brakes ahead of the economy;
– internal catalysts of a pre-eminent development of the economy.
An elemental unit that provides management of the advance development of the local economy, develops development programs, formulates ideas and directions of development is a regional hub of out-of-date development. It operates on the basis of a working group, has provisions for its activities and functional responsibilities. A regional hub of proactive development should function as an advisory body to local authorities. The existence of a consortium from local business, representatives of local authorities and local research institutions will enable cooperation with international institutions to be developed (for example, on the basis of cross-border cooperation).
The proposed model of mechanisms of public administration ahead of the development of the Ukrainian economy is aimed at creating safeguards for the negative impact of external factors, while at the same time ensuring the most advanced development of the country’s economy.
