Ishchenko O. Improvement of managing mechanisms for the programsof national transport and logistics systems development

The dissertation deals with the justification of the managing mechanisms for the programs of national transport and logistics systems development in the world and in Ukraine. The efficiency of implementation of the development programs of transport and logistics systems in Ukraine is analyzed. The organizational and economic mechanisms of strategic development of national transport and logistics systems are prepared. It is determined that the presence of the well-developed transport and logistics infrastructure is one of the principal factors for the efficient functioning of the transport and logistics system of the regional, national and international levels, that ensures effective supply-marketing, scientific-production and social communication samongthe economic entities. The generating of programs of transport and logistics system development requires a detailed assessment of its technical condition, the compatibility of the number and structure of the objects with the real needs of business development and transit possibilities of the region. At the national level, the main point is to provide the effective coordination of organizational-economic, technical and technological interaction of market agents of transport and logistics services and objects of transport and logistics infrastructure for creation of interregional and transnational synergic connection in the processes of their interaction with the quality transport and logistics and support servicesproviding. On the basis of the developed research, the institutional, organizational and economic mechanisms for ensuring the effective development of national transport and logistics systems were systematized. The conceptual model of strategic potential management of transport logistics systems was developed and proved.
