Solovei O. Administrative-legal Regulation of Staff Activity in the Organs of Internal Affairs of Ukraine

The concept of administrative-legal regulation of staff activity in the bodies of internal affairs of Ukraine is disclosed. The legal nature of administrative-legal regulation of staff activity in the bodies of internal affairs of Ukraine is disclosed. It is determined that the activity of the bodies of internal affairs is the basis of the whole system of disclosure of crimes against the person, prevention of violations and restoration of rights, freedoms and legitimate interests of a person and a citizen. The concept and elements of the mechanism of administrative-legal regulation of staff activity of the bodies of internal affairs are disclosed. It is proved that the staff activity is the subject of administrative-legal relations and includes a complex of static and dynamic characteristics. The legal nature of the administrative and legal status of the headquarters of the internal affairs bodies is disclosed. The administrative duties, rights and responsibilities of the officials of the headquarters units of the internal affairs bodies are revealed. The public administration tools are identified and disclosed with the help of which the headquarters provide the fulfillment of the tasks. The effective foreign experience of the headquarters of units of internal affairs bodies of other countries has been analyzed and generalized, the conceptual principles have been improved and the directions of improvement of legislation in the analyzed sphere have been improved.
