Essay

The analysis of the theoretical and methodological foundations of the study. The author proposes the definition of the concept of “pension coverage of persons affected by the Chernobyl disaster”, discloses a system of pension coverage for those affected by the Chernobyl disaster and the stages of the genesis of the formation and development of administrative and legal regulation of pension insurance for victims of the Chernobyl disaster. The powers and competencies of public administration bodies are disclosed as subjects of pension provision for victims of the Chernobyl disaster.In particular, the internal organizational activity of the territorial bodies of the Pension Fund of Ukraine has been improved by introducing separate specialized units in all territorial bodies with the authority to monitor the correctness of the assignment (recalculation) of pensions to people affected by the Chernobyl disaster which are replaced by workers with medical education, with the aim of their involvement in work in the composition of copper co-social expert commissions. The stages for improving the procedure for providing pensions to victims of the Chernobyl disaster are proposed: the procedure for submitting documents for assigning (recalculating) pensions to those affected by the Chernobyl disaster; the procedure for assigning (recalculating) pensions to victims of the Chernobyl disaster and the procedure for calculating pensions for victims of the Chernobyl disaster in accordance with the Law of Ukraine “On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster”. The international experience of retirement insurance of persons affected by man-made accidents and disasters has been studied, and ways of implementing effective means of such provision into national legislation have been proposed. The legislation that regulated the administrative and legal pension coverage of persons affected by the Chernobyl disaster has been improved, and obstacles have been established for the introduction of the funded system of compulsory state pension insurance in Ukraine.
