The thesis is devoted to the complex research of theoretical and methodical and applied problems of improving the management of the formation of professional careers in higher education institutions.
In the thesis the essence, types, stages of career growth and possible motives of achievement of professional development are considered; the external and internal factors that influence the development of a person's career development, their mechanism of interaction, and the main problems hampering the development of a professional career of staff are revealed; modern methodical approaches to the evaluation of the effectiveness of the personnel activity are analyzed. The aspects of the functioning of higher education institutions related to the knowledge of the subject of research are summarized and systematized, features of personnel incentives to professional self-improvement in the context of the formation of a professional career of scientific and pedagogical workers are singled out.
It was found that introduction of changes in the system of preparation of students from mass to individual coverage as a result of the natural decrease in the number of students in groups, and concentration of attention on the performance of individual works within the material laid out at lecture and seminar classes, allowed the regional institutions of higher education to partially preserve the available scientific- pedagogical potential with the simultaneous growth of the quality of the educational process. However, these actions led to an increase in the cost of training, which, in the general reduction of the share of consolidated budget expenditures for higher education from 6.6% in 2010 to 3.7% in 2017, also led to a significant reduction in the number of seats on public contracts at the local level.
The expediency of introduction of individual trajectories of practical training of future specialists in cooperation with state authorities, local self-government, business structures and public organizations as additional stimulation of higher education among potential entrants and students is substantiated.
For the results of the conducted research using methods of econometric modeling and expert evaluation of leading specialists in the educational sector, local authorities, budgeting enterprises and organizations, the degree of influence of the main indicators of activity and efficiency of institutions of higher education and purchasing power of the population on the total volume of the gross domestic product was revealed. It is established that the greatest impact on the gross domestic product is the indicator "number of graduates from higher education institutions", and the leadership of institutions of higher education should first of all focus on ensuring the maximization of the quality of services rendered to this group of consumers.
To maintain the existing intellectual potential justified the introduction of an organizational and economic system, which should consist of the following five main stages: collecting information, processing information received using expert and econometric and mathematical models, calculating the predictive values of factors and productive indicator, development of measures and directions of optimization of labor costs, development of a system of planning career development of personnel. The organizational and economic system of planning career development of personnel should be based on the identification of a key group of potential customers and the requirements for the quality of educational services provided to them, while ensuring the simultaneous optimization of labor costs.
The proposed procedure for determining the coefficient of expert competence based on their work experience, the scale of management activity, the level of education, and the importance of each of the directions of activity will maximize the effectiveness of the conducted rating assessment and coordinate the efforts and resources of scientific and pedagogical staff to improve the identified and relevant indicators for higher education institutions.
The scientific-methodical approach to rating assessment of the activity of scientific and pedagogical workers has been improved on the basis of determining the level of fluctuation of qualification competences in the middle of the study group.
The use of the proposed methodological approach to determining the limit of the time load allowed to identify the optimum point between teaching and research activities outside working hours for employees of higher education institutions.
