The thesis is devoted to the generalization of the theoretical foundations and the development of practical recommendations for the formation of the mechanism for ensuring the personnel security of high-tech enterprises.
The work proposes a model of the personnel security of enterprises, which takes into account the specifics of the functioning and development of high-tech enterprises by grouping staff according to the degree of contribution to the development and production of high-tech products with the appropriate use of protective and motivational tools to create conditions for the generation of new knowledge by employees, professionalism, the acquisition of experience, skills, personal qualities, focused on the forms have a safe environment to increase and more efficient use of human resources. A methodical approach has been formed to assess the personnel security of high-tech enterprises in the economy, which, created on the basis of a balanced scorecard, involves defining an integral security indicator, the level of which is the basis for developing operational, tactical and strategic decisions in the field of personnel security in relation to personnel as an object of security, the most valuable resource and possible source of threats. A theoretical and methodological approach has been proposed that provides for the selection of the optimal variant of a protection program based on a fuzzy ratio of preference factors in alternatives, the implementation of which is aimed at supporting, improving and achieving the level of personnel security necessary for the development of the enterprise. A mechanism has been developed to ensure personnel security of high-tech enterprises, which involves applying an integrated process approach to determining the causes of personnel security decline, possible negative consequences, diagnostic tools and a system of planning protective measures. It allows toregulate the choice of the organizational form of a personnel security system and is aimed at using an adequate system the actual level of personnel security and aggressiveness externally th environment tactical and strategic management decisions. A technology has been developed to ensure the personnel security of high-tech enterprises in the economy, which is established as a step-by-step process that regulates the sequence of actions of security subjects in relation to facilities in order to ensure the necessary level of security through the implementation of protective measures by minimizing, preventing implementation and reducing the negative consequences of risks and threats, is consistent with the positions of the personnel policy of the enterprise and is aimed at achieving economic interests employees, managers, and managers of enterprises. Substantiated scientific and practical provisions on the choice of strategy for ensuring personnel security of high-tech enterprises of the economy, which, given the current level of personnel security, resource capabilities of the enterprise and the level of influence of the operating environment, allows to justify a certain choice of strategies to ensure the personnel security with the subsequent implementation of tactical methods of protection against negative actions of internal and external threats.
