Essay

The dissertation is devoted to improvement of theoretical and methodical bases of economic safety of establishments of professional higher education and rendering of practical recommendations on development of a rating of establishments of professional higher education for an estimation of their economic safety. For the first time, a methodological approach to calculating the rating of vocational higher education institutions to assess their economic security, which allows on the basis of an integrated indicator, based on information obtained from open sources and provided by the administration of such institutions, to assess compliance with labor standards, labor market needs and expectations of consumers of educational services. Improved classification of functional components of the economic security system of vocational higher education institutions, which, in addition to well-known (intellectual, financial, regulatory, informational, technological, technical) also includes academic security, which is proposed to understand the compliance of vocational higher education institutions including academic freedom and integrity. A comprehensive approach to assessing the impact of external and internal threats on the activities of vocational higher education institutions has been refined by conducting a survey of four categories of respondents: students, their parents, employees and employers, the results of which, unlike similar ones, revealed awareness of existing ratings, interest in creating a rating of the studied institutions and to determine the criteria on the basis of which the identification of threats to their activities can be carried out. Improved scientific and methodological approach to assessing the economic security of educational institutions, which, in contrast to existing ones, includes three areas: assessing the economic security of economic entities, assessing the quality of educational services, assessing the impact of government regulation on economic security of educational institutions. their activities and the development of measures to neutralize them. Sources of information for information and analytical support of the calculation of the rating of vocational higher education institutions to assess their economic security, by dividing them into open (information is publicly available) and closed (information provided by the administration), which will reduce the risk of classifying vocational higher education institutions inappropriate group.
