The work substantiates the theoretical foundations of the formation the economic security management system of small industrial enterprises. They aimed at implementing interrelated measures to consistently change the organizational structure of the enterprise and enhance interaction with external security subjects, based on economic interests and available resources, taking into account the specifics of functioning and the degree of aggressiveness of the external environment on the formation of safe conditions for development in tactical and strategic dimensions. A methodical approach to assessing the economic security of small industrial enterprises is proposed, the basis of which is the implementation of a qualitative and quantitative assessment the level of security of a set of primary indicators, which, being combined into functional groups. It allows us to characterize the «internal» and «external» security and further define the integral indicator, together it makes possible the formation of the necessary information base for the adoption of operational, tactical and strategic management decisions by security subjects to achieve the required level of security.
Theoretical and methodological provisions have been developed to ensure the economic security management system of small industrial enterprises. These provisions based on the results of identifying and systematizing key external and internal threats, form the theoretical basis for applying the developed mechanisms to counter threats, which aimed at preventing their occurrence, detecting the presence and degree of influence, eliminating the results of negative impact and restoration of the normal activities of the enterprise, aimed at maintaining acceptable for further develop the level of security. The mechanism has been developed for managing the economic security of small industrial enterprises. Taking into account the basic principles of security and the nature of the influence of the operating environment with limited resources for such enterprises, it determines the sequence of actions to assess the level of security, isolate and identify internal and external threats, select appropriate tactics and management strategies and assessing the effectiveness of their implementation, and aimed at supporting, improving and achieving for development the required level of security. A scientific and methodological approach for modeling the economic security management of small industrial enterprises has been proposed, which involves applying an integrated process approach to determining the causes of changes in the level of economic security of an enterprise, predicting possible consequences, forming the necessary resource support, and are aimed at timely and reasonable decision making by security actors to adequately counteract external and internal threats. Theoretical provisions have been formed for managing the economic security of small industrial enterprises containing the developed matrix, which, given the current level of «internal» and «external» security of a particular enterprise, makes it possible to substantiate the choice of a specific economic security management strategy and implement protective measures.
