Essay

The main scientific result of the thesis is the substantiation of the theoretical and methodological foundations and scientific-practical recommendations on the formation of the state organizational and economic support for employment encouragement. According to the theoretical studies' results, the definition of the concept essence “governmental encouragement for employment” is clarified, which allows it to be viewed through the prism of introducing effective levers of state's regulatory influence on the organization's arrangement. The system of social relations between the subjects (employers, employees, government agencies) to ensure reproduction, exchange and use of labor in order to regulate supply and demand in a particular area, to obtain a targeted socio-economic result. The scientific-practical recommendations for determining the existing and prospective structure of the labor market are improved in the research, taking into account sectorial and regional differentiation, which allows us to form directions of state encouragement of employment. The methodological approach to identifying the influence factors determining the interaction of labor and educational services markets in the employment process was further developed. Organizational and economic support for state encouragement of employment has been further developed, which includes the development and implementation of regulatory tools for passive and active actions at all economic levels of the national economy (state, regional, economic entity) and are based on the relationship between state and contractual regulation, as well as self-regulation of the labor market. The scenario approach to the implementation of organizational and economic instruments of state encouragement of employment has been improved, the results of pessimistic, neutral and optimistic scenarios for their implementation have been determined.
