The dissertation is devoted to the complex study of the appeal to the administrative court as a stage of the administrative process, its structure, elements. The legal basis of the administrative proceedings of the administrative court regarding the opening of proceedings in the matter with the formulation of recommendations and proposals for improving the procedure for filing a statement of claim and its adoption by the administrative court is disclosed.
