The dissertation is devoted to the development and substantiation of theoretical-conceptual foundations and methodical tools of labor potential management on the basis of rating. The elucidation of the evolution of views on the formation of a management system for labor potential has made it possible to identify and justify the need to expand the subject area of labor potential management, to formulate basic principles and methods. Existing modern technologies of evaluation of labor potential have been investigated, it is proved that in the conditions of formation of knowledge economy they are used as an interactive tool for the development of competitive advantages of the economy. The methodical approaches to the estimation of labor potential are determined, their advantages, drawbacks, areas of realization are analyzed and the necessity of their integrated use is proved. An analysis of the epistemological and ontological essence of the estimation of labor potential, the criteria for assessing professionalism and business qualities by positions, identifies the possibilities of emerging personnel risks, their impact on the results of activities at the macro, meso and micro levels. The universal complex algorithmic scientific factor-based approach to adaptive and innovative changes in the system of labor potential assessment as a key factor for effective management of labor potential has been developed. The criteria and indicators of rating assessment as the basis for the formation of an effective system of labor potential management are substantiated. The system of effective motivational levers and incentives for the use of labor potential is proposed.
