Essay

The thesis is devoted to the study of the theoretical and methodological foundations and practical tools for the development of enterprises of the WSS innovative model of resource management. The paper summarizes the intrinsic features and economic characteristics of the situational state of the WSS enterprises. The components of resource saving and factors influencing their effective use are disclosed. The conceptual model of management systems restructuring is justified, in which emphasis is placed on the analytical management function, building a resource-oriented information and analytical database, implementing monitoring of the state of resources, project execution of modernization and organizational measures for the implementation of controlling and local process management. Process methodology of cost estimation, which combines two mechanisms: financial and economic, based on functional cost analysis, and organizational and informational, based on organizational process modeling and process management is proposed. The use of the process cost method is proposed, which combines two mechanisms: financial and economic, which is based on functional and cost analysis, and organizational and informational provision, which is based on organizational modeling of processes, determination of functional load and relationships between performers of work units. Varieties of interpretation of analytical work in the form of circuits, graphs, logical-structural models, displayed on the "instrument board" management and used by enterprise management to solve problems of resource conservation are developed, tested and presented. It is proved that episodic measures and developments should be replaced by an integrated model of interaction using engineering methods and controlling systems that are able to provide the necessary level of sustainability of development strategies and effective responses to unforeseen changes and impacts.
