Dluhopolska T. Financing of social expenditures through the prism of ensuring the state’s social security

The object of research is the process of ensuring the state economic security in its social dimension. The aim is scientific substantiation of theoretical foundations and practical recommendations on the construction the model of social expenditures financing in the context of social security institute establishment as a component of the state economic security. The methods: scientific abstraction; induction and deduction; generalization; comparative analysis and synthesis; statistical; economic and mathematical modeling; correlation-regression analysis; systematization; analogy; questionnaire. The results of the research consist of substantiation of theoretical and methodological provisions and practical recommendations aimed at modernizing the model of financing social expenditures in the context of the social security institute establishment as a component of the state economic security. The novelty of research consists of: improvement of the model for assessing the impact of indicators of state economic security on its social dimension on the general indices of the social development of the national economy, in the context of identifying the directions of socio-economic policy for the future; the deepening of the scientific and methodological principles of constructing a comprehensive model for assessing the impact of social expenditures on indicators of social welfare, as well as the system of ensuring population welfare by involving the state and other sectors of the economy in security issues based on their synergy responsibility for the conditions of economic and social security of the state; substantiation of scientific and methodological approaches to the analysis of the links between social expenditures and key indicators of the development of economic systems, as well as the formation of indicators for assessing the welfare of society (social, economic and environmental); addition of Methodological recommendations concerning the assessment of social security of the state by additional indicators (expected life expectancy at birth; government effectiveness; corruption control; migration rate); systematization of key problems in security issues on the basis of a survey of a stratified sample of respondents regarding the conditions of economic and social security, which allowed to formulate recommendations for improving the quality of financing social expenditures; substantiation of approaches to assessing the impact factors on the integration of IDP into receiving communities in the context of their social protection and ensuring economic security; development of directions for improving the efficiency of financing social expenditures in the context of priorities for reducing the differentiation of the population by income. The findings of the research were implemented into practical activity of Ternopil territorial center of population’s social services (provision of social services) of Ternopil city council, NGO “Poruch”, PuAT “Volyngaz”, Cherkasy State Technological University, and Ternopil National Economic University. The sphere of use is the activity of the Ministry of Social Policy of Ukraine, the Ministry of the Temporary Occupied Territories and Internally Displaced Persons of Ukraine.
