The dissertation presents an independent comprehensive scientific research of the theoretical and practical problems of the state regulation in the public utility sector. The research captures the development of administrative and legal framework for state regulation in the public utility sector, as well as drawing the scientifically proven conclusions and practical recommendations aimed at improving the national legislation of Ukraine on public utility regulation. The dissertation provides an overview of the main theories of state regulation offered by foreign scientific literature, including the theory of public interest, capture theory and the theory of economic regulation. The author summarizes the theoretical approaches to the understanding of state regulation concept and its relation to the concepts of «state governance» and «public administration». Based on the key findings of the research, the author proposes a definition of state regulation in the public utility sector.
