Chenusha O. Ensuring economic security of oil refining enterprises

The thesis is devoted to solving scientific and practical task – elaboration and justification of theoretical-methodological and scientific-practical recommendations on ensuring economic security of oil refining enterprises. Based on the analysis of scientific sources, a comprehensive study on the phenomenon of the enterprise’s economic security was carried out and a corresponding conceptual apparatus was thoroughly studied. The concept of “ensuring the economic security of an enterprise” was developed, which takes into account the influence of the staff competence level on its provision and is interpreted not only as a rational use of the enterprise’s set of resources for its effective and stable functioning, but also as a tool to counter and adapt negative environmental factors at various levels by applying operational and strategic methods through the use of managerial knowledge and competencies. Conceptual provisions for ensuring the economic security of an enterprise were systematized and developed, based on a combination of principles and tools of traditional approaches towards its ensuring and principles of a competence-based approach, which provides a possibility to justify the structure of components for ensuring economic security and form a structural-logical scheme for diagnosing the state of economic security of an enterprise in conditions of environmental variability to increase its level and develop staff competence. The features of ensuring the economic security of domestic oil refineries in the competence aspect and its main influencing factors in the economic, managerial and scientific paradigms were determined. The main trends in the development of the environment of oil refining enterprises in Ukraine and their impact on economic security have been studied. The basics of assessing the economic security of oil refineries have been improved. The state of economic security of domestic refineries was analyzed and the problematic aspects of its ensuring were identified. The theoretical-methodological provisions for diagnosing the impact of staff competence on the economic security of oil refining enterprises under the influence of environmental factors were developed. An algorithm for calculating the quantitative indicator of staff competence using economic security components was presented. The proposed scientific-methodological provisions for measuring the level of staff competence of oil refineries as a component of ensuring economic security, which were adapted to the professional educational qualifications of employers in the oil refining industry, imply drafting of a functional-competence matrix and the calculation of demand rankings, which allows to highlight the staff of an enterprise whose competence level is negatively affecting its economic security. The scientific-methodological guidelines for evaluating the economic security of oil refineries were proposed, supplemented by a comprehensive indicator of the economic security of an enterprise that takes into consideration the five components of the economic security of an enterprise. Scientific-methodological provisions for determining the state of the economic security of oil refineries have been developed, supplemented by an econometric model with a distributed lag, which determines the dependence and nature of the impact of investments in personnel of the resource and financial-economic components of economic security on their level of competence. The scientific-practical recommendations on the prediction of threats to the macroeconomic environment of the economic security of oil refineries were proposed. The means were developed to optimize the volume of strategic reserves of petroleum products at oil refineries and determine the timing of their purchasing, which allows to ensure the necessary level of production capacity’s workload and increase the economic security of enterprises via resource component. A comprehensive leading indicator was proposed, which allows defining future trends in imported flows of petroleum products and foreseeing a change in market conditions in order for management of enterprises to develop appropriate measures of levelling the threats to their economic security. The directions for reduction of the impact of crisis were identified and comprehensive measures to improve the economic security of oil refineries were proposed.
