The paper establishes peculiarities of the implementation of the administrative and legal regime of access to public information. It is determined methodological principles of the study of legal regime of access to public information. The dissertation characterizes the regulatory framework of the regime of access to public information. It is established special aspects of realising administrative procedures as an element of the legal regime of access to public information. The grounds and peculiarities of administrative liability for violating the legislation in the sphere of public information circulation are characterized.
