Khrenova T. Housing subsidy as an organizational and legal form of social security.

The thesis is devoted to the study of housing subsidies as a legal form of social security of the population. The work carried out a comprehensive analysis of the theoretical and practical bases of the purpose of the housing subsidy. The definition of the term “housing subsidy” is provided as a targeted, systematic social assistance to people who for one reason or another cannot provide for themselves, financed by the State Budget of Ukraine and is an irrevocable form of assistance provided exclusively for the purposes provided for by special legal acts ( for payment of housing and communal services) in a clearly defined manner of its provision and the purpose of which is the implementation of social support standard of living of persons. The main features of the housing subsidy are described in detail and the types of housing subsidies. An important place in the thesis is given to determining the place of housing subsidies in the system of organizational and legal forms of social security of the population and it is concluded that the subsidy has a fairly significant place in the system of social support for the population of Ukraine, is an important form of social security. Also, the context of the study of the place of housing subsidies in the social law system highlighted its main goals in the implementation of social protection, which are: 1) equalizing the social, economic conditions for the use of housing and public services between different categories of citizens; 2) the implementation of social protection of the population in the face of rising prices and tariffs for housing and communal services; 3) ensuring the stability of household spending on housing and utility payments, regardless of changes in their value; 4) ensuring the stability of the social life of persons who are not able to provide for themselves at a certain period of time. The thesis analyzed in detail the current state of scientific development of legal problems of housing subsidies, highlighted four groups of major problems that arise in the appointment and provision of housing subsidies, namely: the first group - problems that, while not directly related to the issue of subsidies, but have significant influence on them; the second group is the problem of interaction between the social protection body and other state bodies whose activities are important and necessary for a quick and operational appointment and provision of subsidies; the third group of problems is the problems that arise during the direct appointment and provision of subsidies; The fourth group of problems - problems that arise or may arise regarding the implementation of control over the appointment and provision of subsidies, as well as improving the quality of social services. The paper considers the historical genesis of the legal regulation of the purpose of housing subsidies in Ukraine and the international experience of the legal provision of the purpose of housing subsidies. The right to receive housing subsidies, the conditions and procedure for its appointment. In the framework of the thesis, the main and additional conditions for the appointment of a housing subsidy are highlighted, recommendations are given on improving the right to receive a housing subsidy for certain categories of individuals, taking into account their income, property status and employment of individuals applying for a housing subsidy. The author of this review provided clear proposals for the improvement of legislation on the assignment of housing subsidies and justified the need for making a number of changes to the Regulation on the procedure for the assignment of housing subsidies.
