Based on the study of entrepreneurial HEIs, the problems of international knowledge transfer management of for domestic higher education institutions have been updated. It is determined that the HEI acquires entrepreneurial features hrough the commercialization of educational services, the implementation of activities in the field of science and technology, as well as the implementation of innovation activities. Author's definition of the concept "entrepreneurial HEI" is offered. The existing mechanisms of delivery of services to the field of higher education are recommended and adapted and their main methods are distinguished. The world experience is systematized, the target policy is studied, approaches, tools and mechanisms that are effective in the system of economic stimulation of individual countries of the world for the international transfer knowledge management in terms of technology transfer are explored. It is proposed to take into account, adapt and actively use the management experience of advanced universities in the USA, Germany, Japan, the Netherlands, Australia and other countries to form an effective system for international knowledge transfer management of at Ukrainian entrepreneurial HEI. The emphasis is placed on the fact that the scientific basis for the formation of a holistic system of international knowledge transfer in entrepreneurial HEI is a combination of separate principles for the transfer of educational and scientific components. It is proved that the international knowledge transfer management is the streamlining of economic relations that arise between subjects of the system of knowledge transfer during the transfer of technology or the export of educational services with the use of economic, managerial, legal, scientific mechanisms, tools and technologies. The key problems that restrain the spread of international transfer knowledge management processes are identified and systematized. The SWOT-analysis of the state of the international knowledge transfer in domestic HEI was carried out on the example of Igor Sikorsky Kyiv Polytechnic Institute. The analysis of the international knowledge transfer of Igor Sikorsky KPI revealed his low level, fragmentation and one-sided knowledge transfer exclusively within the framework of studying foreigners at his own infrastructure base. Analysis of the level of conformity of the Igor Sikorsky KPI to signs of entrepreneurial type of the HEI made it possible to conclude that the university can not yet be defined as a university of entrepreneurial type. Integrated data obtained from the study show the need to introduce new forms of regulation and administration borrowed from the global business environment, changes in the tools and stylistics of the behavior of academic staff and managers in order to adapt to the new conditions for the commercialization of the HEI. During the formation of the recommendations for the construction of a system for international knowledge transfer management at domestic entrepreneurial HEI it was acknowledged that the key point is the development of strategy for international knowledge transfer management. It is proposed to develop such strategy through the approval of a comprehensive system of mechanisms, tools and relevant information and documentary support. A detailed study of the types of activities and paid services permitted to the HEI has made it possible to conclude that the portfolio of joint educational projects may include the following projects: a preparatory department, a training center (in Ukraine and abroad), a joint undergraduate/masters level education program, a network education program, a joint university. The indicated directions of cooperation of Ukrainian HEIs with foreign partners are proposed to be implemented in the form of a project agreed upon by the partner parties on delivery of educational services. It is shown that the university needs to have managerial tools and technologies that consist of systematic motivation, organization, planning and control, a simple and precise sequence of actions for the implementation of joint educational projects with a foreign partner; definition of project participants and their roles, development of a standard for the project information document support (International Projects Management Regulations). It is proved that the efficiency of the HEI management system is determined by a number of quantitative and qualitative indicators. Proceeding from this, it is proposed to use a systematic approach to assessing the effectiveness of international knowledge transfer management at the HEI, which, on the one hand, will allow the complexity of the internal management system to be taken into account, and, on the other hand, involve existing resources and stimulate economic efficiency and managerial performance of international activities as enterprises of a special educational type.
