Object - the process of forming and using of the mechanism of higher education state institutions financing; goal - to develop scientific and practical recommendations of improving the mechanism of higher education institutions financing in the conditions of the instability of the educational services market; methods - theoretical generalization, dialectic, statistical, correlation, comparative analysis, graphical; novelty - the economic-mathematical predictive model of the educational services efficiency is developed; results - the theoretical approaches to the content of the educational service and the market of educational services in the conditions of its instability were summarized; the necessity of implementation of monitoring the effectiveness of the financing mechanism of higher education institutions was substantiated; a new approach to quantitative measurement and integrated assessment of the financial mechanism of higher education institutions in Ukraine is proposed.
