The thesis investigates theoretical aspects of public administration mechanisms in the sphere of institutional care and education of children (IC&EC) in Ukraine. It has been revealed the problems in the system of institutional care and education of children concerning the organization and implemenation of the social protection of orphans, children deprived of parental care, children with disabilities, children who are in difficult circumstances, children with special educational needs who have complicated malformations, in order to solve these problems and improve mechanisms of state management in this area.
The author has defined and characterized the mechanisms of public administration in the field of institutional care and education of children in Ukraine, in particular organizational, legal, financial, social, motivational and innovative ones.
The research discovers the problem issues of public administration in the sphere of (IC&EC) in the conditions of exacerbation of the military-political situation, the growth of social tension in society, the sharp deterioration of the economic situation of the country, the decline in living standards and welfare of the population.
The generalization of European experience, in particular, the mutual enrichment of the ideas of various dominant concepts as well as tested models and specific forms of social and pedagogical support of children in different types of educational institutions combining with practical experience of reforming the system of IC&EC, give some grounds to suggest new ways of improving the mechanisms of public administration in the sphere of IC&EC in Ukraine.
The thesis offers priority directions to improve the mechanisms of public administration in the field of institutional care and education of children in Ukraine, i.e. the reform of the system of state administration in the sphere of social protection of orphans, children deprived of parental care, children with disabilities, children who are in difficult living conditions, children with special educational needs who have complicated malformations; improvement of legislative and normative-legal support of institutional care and education of children in Ukraine; introduction of innovative forms of provision of social services in schools that carry out institutional care and education of children; introduction of public control over institutions of institutional care and education of children. The research defines ways to improve the mechanisms of public administration in the field of institutional care and education of children in Ukraine, including organizational and legal, socio-economic and psycho-pedagogical ones.
It has been developed a draft concept of public control over the observance of the rights of the child in estabishments of institutional care and education of children in Ukraine. The proposed concept outlines the system of views on ways to ensure the rights and legitimate interests of the child, to observe legality in the field of public administration regarding the social protection of children who are educated in boarding schools, to promote participation of citizens in the management of institutions that provide institutional care and education of children.
