Hliznutsa M. Management of the development of the innovative potential of Ukraine and its regions

Dissertation is devoted to topical problems of evaluation and management of innovative development of the state at the regional level due to the formation of the components of the state innovative capacity assessment. Analyzed the objective conditions and causes of the problem situations in the economy and set objectives to ensure intellectual resource of the process of development of economic systems. The significance of the new economic thinking in innovation policy development regions. The structural features of the intellectual potential to the dominant role of the scientific and technological content and system of knowledge and skills of organizational and economic nature. The features of the institutional approach to the assessment of intellectual potential, and determined that the regional policy science, education and business must be coordinated within the framework of the state's economic development strategy, and the regions themselves more proactively and on its own resources carried out the necessary measures of innovative activity on the mechanism of self-reliance and self-government. The thesis analyzed and used foreign experience on the evaluation and use of intellectual potential, disclosed a positive role and the specificity of benchmarking analysis in the management of development, proposed practical measures for benchmarking adaptation to national conditions of formation of regional policy. A three-sector model of organizational-economic mechanism of regional development and the system of information support of regional innovation policies. The system of intellectual potential of the evaluation indicators of the regions and made the appropriate calculations, describing the state of innovation regions and variations of this condition over time. A block algorithm development of the regions from which it follows that the development of the control is not limited package of innovative projects, and includes a mechanism for resource management, technology, infrastructure, and incentives. The practical significance of the thesis is proposed in the model of radical change (model NIHD), which orients the regions on the breakthrough technologies and the formation of a new economic and technological order, which stresses the dependence of the economy on the scientific and technological achievements.
