The theoretical and methodological principles are improved and three main approaches to the analysis of the essence of intellectual capital - as sets of values, process and result are singled out. The definition of the concept of "intellectual capital" is offered by means of disclosure of the main categories: "intelligence" and "capital". There are three main components of intellectual capital: human capital, organizational capital and consumer capital. Improvement of the process of formation and reproduction of intellectual capital by adding fourth and fifth levels of intellectual activity. Measured indicators of intellectual capital are ranked according to priority characteristics. The scheme of phased evaluation of intellectual capital for a macro level based on the use of global indexes is proposed. The coefficient of efficiency of using the intellectual capital of the country, which takes into account the influence of the constituent elements of intellectual capital, is developed. The comparison of efficiency ratios of the use of intellectual capital of Ukraine and the Russian Federation is presented. The allocation of so-called "problem" regions for the development of intellectual capital was carried out by constructing the appropriate algorithm and the integral index of the intellectual capital of the region. The results of the regional assessment of the use of intellectual capital, we can talk about the imbalance of its current state. The economical-mathematical modeling of the interconnection of the components of intellectual capital with the indicator of gross domestic product of Ukraine by means of correlation-regression analysis is constructed. The forecast scenarios of Ukraine's intellectual capital development are developed. The model of development of intellectual capital, based on certain weight coefficients in the context of its priority components, was constructed. The prioritization of risk events in the path of intellectual capital improvement has been formed on the basis of mapping of risk maps and models of the hierarchy. The basic level of the hierarchy model is represented by three risky events: the aging of the scientific staff, the low level of interconnection between the elements of the national innovation system and the low motivation of foreign investors to invest in innovation activities. The figures represent all 3 components of intellectual capital and a focus on essential issues in the present moment. The comparative characteristics of specific features of the functioning of intellectual capital using the method of the Boston Group Consulting Group based on the analysis indicators at the macro level (market efficiency of the global competitiveness index and GDP growth rate of the country) have been carried out. The integral value estimation of the value of intellectual capital of different countries of the world was carried out using the Tobin coefficient. The strategic directions of improving the situation of intellectual capital in Ukraine have been formed on the basis of the built mechanism of effective use of intellectual capital at the national level and the experience of foreign countries of the world.
