The thesis is one of the first comprehensive studies, which defines the features of certification commissions as subjects of administrative legal relations, the structure of their administrative legal status, trends in judicial practice to appeal their decisions and the development of administrative legal acts that regulate their functioning. According to the results of the study, new theoretical and legal provisions and proposals for improving the current administrative legislation were formulated.
