In the dissertation, theoretical generalization and the solution of an important scientific and applied problem, which consists of the development of conceptual, theoretical, methodological and practical recommendations for strategic control in the system of state regulation of the national economy, was offered. The obtained scientific results will contribute to the formation and effective implementation of the system of strategic control in the state regulation of the national economy.
The essence and general characteristic of strategic control in the system of state regulation were considered, the system of strategic control in the state regulation of the macroeconomic environment was investigated. Strategic controlling in the system of state regulation is a practical tool in the system of state regulation, which forms the proper targeted information-analytical support of institutional functions in order to ensure the effective functioning and priority strategic development of the macroeconomic environment under the influence of internal and external factors.
The theoretical and methodological positions of the system of strategic control in the state regulation of the national economy were developed, which involve the application of the corresponding principles, purpose, tasks, functions, instrumental support taking into account the synthesized approach, which includes the system, functional and structural aspects, and provides an opportunity to investigate the functioning of each element from the strategic goal of the expected result and will ensure the development of alternative strategies for socio-economic development of society and the national economy.
Modern synthesized approaches to the purposefully strategic controlling processes at the macroeconomic level provide the obtaining of information and analytical basis for making strategic decisions on the planning and implementation of state social and economic programs for the development of the national economy, considering the influence of factors of the internal and external environment.
The analysis of macroeconomic indicators of the national economy was carried out, transformational processes in the state regulation of the national economy were investigated, financial-economic monitoring was offered in the system of strategic control. Scientific approaches to the formation of financial and economic monitoring system within the framework of strategic control of the mechanism of state regulation of the national economy envisage the application of the specified elements and provide a permanent increase in the efficiency of the processes of state regulation, each of which focuses on the role and ensures the fulfillment of the tasks in order to obtain reliable and systemic information that provides an operative and relevant response to deviations from the given macroeconomic parameters.
Constructive and substantiated conceptual approaches to the system formation of a system of strategic control were formulated, mechanism for strategic control in the state regulation of the national economy, conceptual approaches to the formation of a system for ensuring strategic control were developed. The developed mechanism provides for the semantic modeling of components of strategic control in the system of state regulation of the national economy, which will provide effective institutional influence on the factors and processes of the state regulation system with the help of complex instrumental support and a set of qualitative and quantitative reference points.
