The thesis is devoted to a comprehensive study of the essence of the main factors in the process of forming the mechanism of economic development in a decentralized economy. The author disclosed scientific approaches to the definition of the essence of the main factors, the process of formation of the mechanism of economic development in the context of decentralization of the economy. The author discloses scientific approaches to the definition of the essence, characteristic features that make up the mechanism of economic development at the level of the national and regional economy. It justifies its laws, reveals the systemic influence of the relationship and interaction of
demographic, economic, social, financial, environmental and institutional components on the dynamics of economic development, which makes it possible to reveal the structure of the mechanism of economic development in the context of decentralization of economy and to determine the features of economic development of Ukraine at different stages, taking into account the action of the system of economic laws and laws, including the law of multiplication of accelerating economic development and the laws of economic decentralization. In this paper, a comprehensive analysis of the indicators of the components of economic development at the macro- and meso-levels was carried out, an integral indicator of the economic development of the regions was developed, the calculations of which made it possible to determine the direction of changes in the economic development of all regions of Ukraine.
Research of conceptual principles of economic development and his mechanism in the conditions of decentralization envisages "regional economic development" and "mechanism of economic development". Economic development as category presents by a soba system of economic relations, that is folded in the process of improvement of the socio-economic systems, transition them to the qualitatively new states that is properly expressed in the quantitative measuring. Regional economic development is a process of quality and quantitative changes in economic activity of region, that takes place based on the effective use of resources, forming of corresponding economic, social and institutional patterns, perfection of mutual relations with the state, other regions of country, with that this region has a general border.
The mechanism of economic development presents by a soba totality of intercommunications between factors, rates, proportions, institutional environment, subjects and institutes, that provide economic development and assist forming of him effective models that will achieve economic development of country because of scientifically-reasonable public policy.
The thesis substantiates the main directions of the introduction of the sustainable economic development mechanism of the transformational economy of Ukraine, among which the clustering of the national and regional economy is one of the leading forms of organizing social production. Accelerating economic development and improving the competitiveness of the national economy provide technopoles and techno parks, as well as various forms of cross-border cooperation, which make it possible to develop depressed regions of the country, reduce disparities in regional development, create an effective institutional environment and conditions for improving the competitiveness of the national economy in the global economic space.
