In the dissertation research the theoretical generalization and a new solution of the actual scientific problem in the field of public administration concerning the theoretical and methodological substantiation of mechanisms for the introduction of electronic document management in local executive bodies in the context of expanding the concepts of e-governance, as well as the development of scientific and practical recommendations to local executive bodies on improvement processes of electronic document management at the present stage.
Modern theoretical and methodological approaches to the implementation of electronic document management in local executive bodies are analyzed. It allows to state certain differences in the formulation of terms in this field in both domestic and foreign literature. New terms «electronic document management in local executive bodies» and «comprehensive criterion for evaluating the efficiency of electronic document management in local executive bodies» are proposed.
The essence, mechanisms and modern approaches to modernization of electronic document management in local executive bodies are explored. It is determined that the implementation of electronic document management in local executive bodies at different stages of its implementation has its different implementation. The experience of the leading countries of the world on introduction of e-governance and implementation of electronic document management in local executive bodies is summarized.
A distinction was made between the functional and organizational structure of local executive bodies and the conclusion was made that a functional structure is a structure whose elements are subsystems or elements, and the relationships between elements are flows of information that circulates between them in order to perform certain functions. Under the organizational structure, the structure is understood, the elements of which are teams or individual performers, and the relationships between elements are production and informational sub-contracts (simultaneous on different bases of subordination of different subjects to one and the same controlling entity of power) and interaction.
The basic requirements for mechanisms of electronic document management in the activity of local executive bodies are studied.
An organizational mechanism requires the existence of an extensive communication system and the existence of an appropriate structure of interaction, functions of providing executive control, means of minimizing structural changes in the system in the presence and opportunities for rapid changes in the redistribution of information flows.
For the information mechanism, there is a need for the means of data integration from different sources with the possibility of their storage, search and sample information, the ability to perform functions in the local mode, without connecting to local or global networks with subsequent synchronization, interchangeability and backup of hardware, software and hardware expansion.
For a legal and regulatory mechanism, it is necessary not only to comply with national legislation and by-laws, but also with the legal and regulatory framework that it is formed by its own local executive bodies, exercising its own and / or delegated authorities.
It is proved that in Ukraine there is a rather developed legal framework for the implementation of electronic document circulation in local executive bodies. The organizational mechanisms for the implementation of electronic document management in local executive bodies, which include information support mechanisms (EDM) and technological support (EDMS), are defined.
On the basis of model, mechanisms and technological support selection, the software product - the united information and software system of local authorities SOD 2.0 was developed, adjusted and introduced into the activity of Kherson Regional State Administration.
For the first time, the module-integration model of electronic document management in local executive bodies was proposed, which envisages the possibility of adding a large number of modules to enhance the system's functionalities. This model is open and can be improved to interact with external and internal environments. It is suggested to use the possibility of setting up the module of electronic petitions and public control of the module-integration model for carrying out public consultations on draft decisions of local executive bodies.
The scientific-practical recommendations to local executive bodies regarding the implementation of electronic document management in their activities are substantiated. Taking these recommendations into account will allow local executive bodies to implement effectively electronic document management and avoid errors that arise in the processes of electronic document management in local executive bodies.
