Essay

Based on the provisions of the general theory of law and information law, the principles, which make up the content of information and legal regulation of public procurement, are defined and characterized. The main features and elements of the structure of the mechanism of information and legal regulation of public procurements are determined. The peculiarities of information and legal norms and information relations in the sphere of public procurement are revealed, their classification is carried out. Particular attention is paid to the study of the purpose, functions and principles of information and legal regulation, as well as processes of adaptation of domestic legislation to the standards of electronic procurement of the European Union. The subject, concepts and features of information and legal regulation of public procurements are investigated and it is proved that in modern conditions it requires state support. The categories «public procurement», «public and information needs», «public and information interests», their common sectoral features are analyzed. The defensive position is that the concept of «public and information needs», the composition of which may vary slightly depending on specific administrative and economic conditions, is an expression of social partnership. Proposals for the improvement of information and normative practice in the field of public procurement have been developed, taking into account developments in legal science, and recommendations for improving the current legislation of Ukraine have been formulated in order to guarantee legality and social justice.
