Maltsev V. Organizational and legal principles of the activity of the National Police of Ukraine in the conditions of the legal regime of emergency state

The system of normative acts regulating relations during the implementation of the legal regime of the state of emergency, compliance with its provisions of the Constitution of Ukraine, principles and norms of international legislation is considered. The essence, specificity of the state of emergency as a legal institute and the legal regime are researched, as well as the features of legal relations that arise in the conditions of the legal regime of a state of emergency are singled out. Definition of the concept, content and features of public security as a legal category; the organizational structure of the management system of the National Police in the conditions of the administrative-legal regime was clarified and specified; the role and place of interaction of the territorial bodies of the police and interregional territorial bodies of the National Police in the event of the introduction of a legal regime of emergency has been established. The specifics of the administrative-legal regime for the stay of foreigners and stateless persons on the territory of Ukraine and its provision by the National Police of Ukraine are explored; the features of the administrative-legal regime of traffic safety and its provision by the National Police of Ukraine are revealed; proposals for the improvement of normative legal acts regulating relations that arise in the conditions of the legal regime of emergency state are worked out.
