Olefir K. Administrative and legal regulation in the field of telecommunications in Ukraine

The thesis is devoted to the complex scientific analysis of fundamental theoretical and practical problems of administrative and legal regulation in the field of telecommunications, which will further determine the direction of improvement of the regulatory framework governing this area. The main models of legal regulation of information activity in Ukraine are characterized. The concepts and content of modern telecommunication facilities in Ukraine are defined. The essence of the methodology of telecommunications research in Ukraine is clarified. It is noted that the methodology is not something once and for all given, forever completed system, but in itself a constantly evolving process that must meet not only the subject of knowledge, but also the changing conditions of this form of the process of knowledge, should take into account the development of technical means of knowledge. Analyzed and analyzed the legal regulation in the field of telecommunications in Ukraine. The General characteristic and features of subjects in the telecommunication sphere are revealed. The main feature of functioning of subjects in the field of telecommunications market is their differentiation on the basis of principles different facilities. The features of administrative responsibility for violations of legislation in the field of telecommunications are clarified. It is noted that the branch of legislation on administrative offenses is one of the most dynamically changing, including the block on administrative offenses in the telecommunications and information spheres. The international legal bases of administrative and legal regulation in the sphere of telecommunications are generalized. The problems of formation of effective administrative and legal regulation in the field of telecommunications in Ukraine are highlighted.
