The dissertation defines the idea of modern competitive security paradigm of food security, which consists in highlighting the perspectives of the agricultural sector and its opportunities for self - sufficiency of the population with food.
The essence of the related functional activities in the production system, which generally form the food supply process itself, is substantiated. A specialized entity-subject structure is proposed, which aims to provide the population with quality food products and forms the very food system of the region.
Key approaches to the process of managing the food security system (tradable, marketing, factorial, institutional, process, systemic and organizationally leveled) are characterized. The organizational and economic mechanism is determined as a certain set of economic, organizational and social relations in the field of management and regulation of the food supply processes purposed to ensure development and functioning of both national and regional food systems.
Domestic and foreign approaches to the essence of the region's food security system have been researched and systematized. Based on the systematization and analysis of the foreign legislation on food security, it is concluded that the norms of the current legislation of foreign states stipulate the definition of the concept of food security of the state, which is not yet enshrined in Ukraine. It is established that the restricting measures to produce unhealthy food are greatly emphasized in foreign countries, thus enhancing the environmental and social orientation of agriculture.
The state and dynamics of agricultural development in the regions of Ukraine, particularly animal husbandry and crop production, are investigated. It is found that in Ukraine during the period from 1995 to 2017, in general, the dynamics of certain foodstuff consumption decreased sharply and the consumption of another foodstuff, on the contrary, increased, owing to various socio-economic and political factors that took place during this period. According to the results of the regions ranking based on the determination of the share of each region in the gross agricultural production of the country, it is established that Vinnytsia, Dnipropetrovsk, Kiev, Poltava and Kharkiv regions occupy the first place, and Chernivtsi and Zakarpattia regions last.
The state and tendencies of food supply of the Transcarpathian region in the context of food security priorities are analyzed, and it is determined that the level of agro-food development is varied and to a large extent caused by clearly expressed spatial zoning (lowland, foothills and mountainous natural and economic zone). It is determined that 25.4% of economically active population of the region is involved in agriculture of Transcarpathian region.
On the basis of the legislative framework analysis it is established that to date there exist no basic law in Ukraine determining the legal, economic and organizational principles of the state aimed at protecting national interests and guaranteeing food security of the individual, society and Ukrainian state towards external and internal threats , and the responsibility of the state for the proper level of nutrition of the population, i.e. the Law of Ukraine «On Food Security of Ukraine».
The model of organizational structure of the regional authority responsible for food supply to the population is proposed, which should include public associations that will control and monitor the quality of the food supply process and marketing communication platforms of food consumers.
The role of the system of organizational and economic mechanism of food supply of the region is substantiated and its structural and logical scheme is formed, which is a complex of economic, technological and organizational measures, that are carried out by certain market actors at the regional and state levels in order to satisfy the food needs of the population.
The subjects of food security system management are identified and a conceptual scheme of the possibilities of promoting food products via the Internet is proposed based on the communicative marketing approaches.
It is proved that in the conditions of gradual integration of the Ukrainian economy into the European and world space the formation of the food supply system as a function of the relevant market is accompanied by numerous transformations and qualitative changes. Considering the responsibility of the state to its citizens for satisfying their interests without causing destructive consequences for other socio-economic systems, the need for state management of the region's food security system by conducting appropriate policies is substantiated.
The author's concept of regulation of the food supply system in the Transcarpathian region is developed, which substantiates the purpose, goals and strategic objectives for the effective functioning of the food supply system of the region in the medium-term perspective.
