The thesis is devoted to the problems of improving the quality of the process of receiving and transmitting information (RTC): increasing the amount of useful transmitted/received content, reducing (or eliminating) of the synchronization of audio and video, improving the quality of video and multimedia content playback, based on the development of models and the method of dynamic formation of content, depending on the characteristics of the system of reception and transmission of information (SRTC). The SDDC information system (system of the dynamic determination of content) has been developed, which is intended for the dynamic formation of the content of disciplines that use elements of distance learning to ensure viewing of all information, regardless of the communication channel and students' devices. The model of the receiving part of the SRTC, which provides the dynamic formation of the content of the corresponding species under conditions of heterogeneous SRTC, has been further developed. The basic model of the transmitted content was further developed, which allows the content to be reasonably formed according to the characteristics of the SRTC. For the first time, the model of the SPPI was proposed, which contains a minimally sufficient number of components that provide reception/transmission of content. For the first time, a method of dynamic content formation is proposed, which provides an increase in the quality of the process of RTC. The proposed models, method and information system can improve the quality of the process of RTC.
