Essay

The scientific-theoretical, methodological and applied foundations of the substantiation of the state policy of stimulating socio-economic development and to search for directions of its improvement in the conditions of European integration are generalized in the thesis. The peculiarities and priorities of the state policy of stimulating socio-economic development in the context of the European integration processes are revealed. As a result, the concept of "state policy of stimulation" was further developed, which should be considered as part of the socio-economic policy of the state or the special institutes of government created by it, which prepare the regulators for the achievement of macroeconomic and microeconomic goals and national interests. The tendencies and problems of socio-economic development of the country are investigated. As a result, it is proved that the main purpose of functioning of the economy of the country is the effective correlation of certain indicators, which are systematically forming factors of socio-economic development, namely GDP, inflation, consumer prices, prices of producers of industrial products, prices of sales of agricultural products, industrial production, real wages, exports and imports of Ukraine's goods with EU countries and the unemployment rate in Ukraine. The indicators of macroeconomic changes under the influence of European integration processes have been monitored. The results have further developed a justification for a list of appropriate measures and instruments to mitigate the negative effects of the current crisis, provided that an effective organizational and economic mechanism that, unlike the existing ones, is able to provide sustainable support to the financial and economic capacity of enterprises through a system of effective regulatory and legal framework and regulatory acts. The theory of adaptive model of state policy of stimulating socio-economic development under the influence of European integration processes is proposed. As a result, for the first time, an adaptive model of the state policy of stimulating socio-economic development to the European integration processes is developed, in which it is substantiated that the state policy of stimulation acts on the socio-economic development as a certain catalyst with the help of properly constructed mechanism of stimulation and well-defined instruments. Possibilities of applying EU recommendations for improving the effectiveness of national strategic management are analyzed. Accordingly, recommendations on the expediency of using the positive experience of national strategic management of EU countries for Ukraine were further developed, which will allow to expand its potential, increase its level of efficiency, ensure compliance with principles and standards, by: optimizing the legal framework; implementation of effective information support; implementation of the monitoring and control system; modeling of development processes; proper strategic management; cyber security and network security; systematization of mechanisms of influence of strategic management on business results; implementation of training for all participants of the budget process; developing new conditions for Ukraine's cooperation with European organizations and foundations; creation of financial support of national and regional character; development of research networks / bases; updating of border cooperation programs; harnessing the potential of systems and the environment. The mechanisms of state stimulation of development of enterprises of the real sector of economy in the aspect of European integration are substantiated. Accordingly, the scientific approaches to defining the general principles of the creation of the state policy of stimulating the socio-economic under the conditions of European integration have been improved, which should, first of all, be aimed at improving the competitiveness of the national economy by improving its structure; strengthening competitive positions by stimulating the activity of enterprises in the structurally weak region, favoring those enterprises that can operate at inter-regional level in industrial production and utilities.
