Radchenko O. The formation and development of budgetary procedural legal relations in Ukraine

Dissertation on the receipt of scientific degree of candidate of sciences from state administration after speciality 12.00.07 – Administrative law and process; financial law; informative law. – Classic privat university, Zaporizhzhia, 2019. The dissertation is devoted to improvement of theoretical foundations for the development of the budget and procedural legal relations, their classification, improving the conceptual framework of the budget law science and system of budgetary and legal proceedings, the development of practical recommendations concerning the development of budget legislation to improve the budget process. The essence of the budget and legal process has been defined; the scientific approach to the classification of budget and legal proceedings has been improved; the scientifically justified delineation of budgetary and legal proceedings and material budget relationships derived and proved the role of fiscal and legal proceedings; the budgetary procedures governing the implementation of respective legal relations have been characterized; the scientific and practical approach to proper legislative support of the budgetary and legal process has been improved through more detailed regulation of the Budget code of Ukraine for responsibility for violation of budget legislation; the development of the draft Law of Ukraine "On public debt" has been scientifically substantiated and proposed with the purpose of increase of efficiency of the budget process.
