Kovalova S. Organization and Legal Fundamentals of Breeding Affairs in the Animal Farming in Ukraine

The thesis has been dedicated to the research into the problem of determining the organization and legal fundamentals of breeding affairs in the animal farming in Ukraine. Periodization of stage sequence and formation of the state authorities regulating the breeding affairs has been proposed. Analysis of the general characteristic of the laws on the breeding affairs and regulation of the line selection achievements has been performed, classification of regulatory and legal acts on the administrative and legal regulation of the branch has been done. The idea and forms of implementation of the general and special-purpose functions of state governance in the breeding affairs have been established. A two-level management principles system has been elaborated. Evaluation of the status of state management relations in the breeding affairs in the animal farming has been performed and proposals relating to law improvement have been developed. Activity of the administrative jurisdiction has been investigated and the legal investigation of the subjection of the administrative offense cases relative to the breeding affairs to the competence of the State Service of Ukraine on Food Safety and Consumer Protection has been proposed. Progressive foreign experience in regulation of breeding affairs has been summarized in the thesis and recommendations for harmonization of domestic legislation according to the international agreements and standards have been elaborated.
