The thesis conducts a comprehensive and systematic research in administrative and legal regime of information with restricted access. The substantive essence of the concept of "information with restricted access" as an object of administrative and legal relations was been analyzed. Its concepts and features were been defined. The author defines the administrative-legal regime of classified information, reveals its essence and peculiarities. The problems of legal regulation were been identified and the main directions and stages of reforming the current legislation on restricted access information of Ukraine were been proposed. The condition of organizational support of the administrative-legal regime of information with restricted access investigated, the functional system of the main subjects was been determined. The reasons for applying administrative liability for violation of the regime of restricted information ere been determined. The proposals on improvement of the system of administrative responsibility in the sphere of administrative and legal regime of information with restricted access were been given. Changes and additions to the current regulatory and legal acts in regulation of administrative and legal relations regarding information with restricted access were been proposed.
