The dissertation is dedicated for solving the scientific and practical problem of (elaborating and defining) the theoretical and methodological foundations and developing scientific and practical recommendations for the regulation of educational system development modernization in order to ensure the competitiveness of young people in the labor market of Ukraine. The conceptual and terminological apparatus has been established. That reveals the economic content of regulation education development in the system of competitiveness of young people in the labor market; characterizes education as one of the main factors influencing competitive advantages of personality; investigates the organizational and economic mechanism of regulation of development of education in Ukraine. Econometric models of dependence level of economic activity and the level of unemployment on the duration of training have been formed, clustering of Ukrainian regions by the unemployment rate there has been made, and the level of development of educational potential of these areas has been set as unclear. With the help of the neural network apparatus, forecasting of demand and supply in the labor market of Ukraine by types of economic activity is done. The forms and methods of cooperation between educational institutions and entrepreneurship in developed countries are analyzed, the main advantages and disadvantages of such cooperation are identified. The basic directions of increase of efficiency of organizational-economic mechanism of regulation of development of education in Ukraine are substantiated and the stages of organization of risk-management which are expedient to be carried out for modernization of this mechanism in modern market conditions are suggested.
