The dissertation is devoted to a comprehensive analysis of the principle of proportionality in administrative proceedings. The author justifies the need to intensify the study of a resource of the principle of proportionality not only in general theoretical aspect but also as a basic one in the system of principles of administrative proceedings (as priority-oriented specialized area in the forming of new scientific foundation for rule-making and law enforcement in administrative proceeding).
