Shvets O. Administrative and legal protection of erosionally dangerous lands in Ukraine

The dissertation is devoted to the complex research of the problem of protection of erosion hazardous lands and development of the mechanism of its administrative and legal protection. The mechanism and factors of formation of erosion hazardous lands are summarized in the dissertation. It has been proven that erosion-hazardous lands can be subject to administrative remedies, since their protection is of public interest. Particular attention was paid to improving the organizational structure of public administration bodies, which are the subjects of administrative and legal protection of erosion-hazardous agricultural lands and to identify problems of administration of land use and protection. The existing legal acts regulating land use and protection have been systematized and problems of administrative and legal protection of erosion-hazardous lands have been identified. An algorithm for improving the mechanism of administrative and legal protection of erosion-hazardous lands is proposed, which provides for: improvement of the current regulatory framework, adoption of a number of by-laws, reorganization of the system of state authorities and local self-government, development of a system of measures to improve the use of land and legal ownership of land protection.
