The thesis is devoted to the consideration of the administrative and legal principles of State Architectural and Construction Control and Supervision. A number of theoretical and practical proposals, which reflect the scientific novelty of the research, have been presented within the context of the study. The concept, the content and the features of State policy on the issues of the State architectural and building control and supervision as the object of administrative-legal research have been determined. The classification of types of State architectural and construction control and supervision has been carried out and the system of principles, which should be basic for this type of control and supervision activity, has been defined. The legal basis and the system of subjects of State architectural and construction control and supervision have been revealed. The stages of the implementation of administrative procedures for carrying out the verification of conformity of preparatory and construction works with the requirements of construction norm shave been systematized. Administrative procedures for the implementation of State market supervision, licensing and registration activities have been generalized. The grounds and the procedure for accountability for breach of building norms, standards and rules have been described. A positive foreign experience on administrative and legal regulation of control and supervision in the construction industry has been highlighted. The ways to improve administrative and legal instruments for the implementation of State architectural and construction control and supervision have been determined.
