The dissertation is devoted to systematization of theoretical bases and substantiation of practical recommendations on development directions and mechanisms of investing of seaports development in Ukraine. On the basis of a critical analysis approaches to the interpretation of the concepts of «investment», «investment process», «investment project», and modern interpretations of these economic categories are formulated. The evolution of port system development in the leading countries of the world is investigated, the economic, organizational activity and tendencies of development of Ukrainian seaports are analyzed, the features of Ukrainian seaports as an object of investment are determined. The methodology of production potential multicriteria assessment of Ukrainian seaports on the basis of mixed factor model has been improved, which, unlike the existing ones, takes into account the specifics of transport statistics and the relationship between the resource provision of their activities. The analysis of the port system economic development prospects on the basis of its production potential is conducted in order to determine priority directions of financing investments and factor analysis of volumes of cargo processing by Ukrainian seaports in order to determine the impact of structural changes in the ownership forms of the servicing companies. A system of regression models and cargo processing indicators has been developed to investigate the prospects of public-private partnership of the Ukrainian port system and to conduct positioning of stevedoring companies in the market of sea freight with the help of the General Electric matrix in order to substantiate the investment strategy.
