The essence of the inclusive development of the national economy and inclusive economic growth are considered. The approach of determination of the level of inclusive development of the national economy is developed. It is based on the definition of an inclusive growth index. The model of inclusive development of the national economy is improved. It means achievement of socio-economic effect of development of the national economy on the elements of efficiency (growth and development, inclusivity, continuity and sustainability of development). The strategy of inclusive development of the national economy, which envisages achieving the optimal level of development of a inclusive economy with a high level of employment of the working population, is improved. The mechanism of implementation of the strategy of inclusive development of the national economy, which envisages the fulfilment of tasks on organization, resource support, motivation and control of actions of performers, is considered. The institutional component of the mechanism for implementing the strategy of inclusive development of the national economy, which provides for the redistribution of functions of formal and informal institutions (executors), is improved. The system of regulatory policy measures for the implementation of the strategy of comprehensive development of the national economy is determined. It provides a system of provision of traditional services and digital infrastructure, encouraging entrepreneurship to legalize employment, enhancing productivity and distribution of financial resources, increasing the number of jobs, developing education and professional skills, improving the tax payment system.
