Object of research - the process of managing the systems of management of intelligent telecommunication networks. The aim of the dissertation is to increase the efficiency of the functioning of intelligent telecommunication networks by developing and implementing control methods in decision-making systems of cognitive radio networks. Scientific novelty of the obtained results. For the first time, a method for multiple detection of mobile users has been developed based on particle swarm optimization in a cognitive radio network, which, unlike the existing ones, can increase the detection efficiency of mobile users of intelligent telecommunications networks. For the first time, a method for selecting cognitive radio channels with multiple access for primary and secondary users has been developed, which, unlike the existing ones, allows the introduction of neural network-controlled «ENERGY HARVESTING» technologies. This reduces the likelihood of errors in the transmission of information to secondary users and implements a channel selection procedure for a large number of secondary users based on a competing set. Improved cognitive radio environment management method by expanding the network, which differs from existing cognitive inputs to a WRAN neural network management system that improves the performance of intelligent telecommunications networks. The practical significance of the results obtained. The simulation results showed that the control of the cognitive radio environment using a neural network allows to adapt to changes in the environment and increase the speed of data transmission by 1.67 times. Multiple mobile user detection based on particle swarm optimization in a cognitive radio network improves mobile user detection of smart telecommunication networks from 10 to 35% depending on the number of locations. Choosing a cognitive radio channel with multiple access for primary and secondary users reduces the likelihood of errors in the detection of free channels and reduces errors in the transmission of secondary users. The results of the dissertation have found practical application in the National Academy of the National Guard of Ukraine in the implementation of professional, scientific, technical and research-innovation activities for the implementation of an improved method of management of the environment of the cognitive radio system using neural networks.
