Stoletova I. Statistical support for the State strategy development of the Ukrainian regions progress

The essence of the state strategy of regional development (SSRD) was revealed, problems were identified and the uneven social and economic development of the Ukrainian regions in the context of sustainable economic development was analyzed; the factors of economic growth were determined and their impact on the Ukrainian regions dynamics was evaluated. Institutional and regulatory environment for the formation and formulation of the National Strategy of Regional Development until 2020 was reviewed, its targets and strategic priorities within the context of the determinants of economic growth were examined. A methodological approach to the formation of government policies and national programs for the regions’ development was drawn up. They were founded on fundamentally new conceptual bases, namely: the ideology of forming state strategies and programs based on the principle of the “bottom-up” planning and the usage of Foresight technology as a basis for determining global perspectives and directions of regions’ economic and social development. The classification that was presented has been developed on the indicators system of state strategies for different directions. It also takes into account the "strengths" and "weaknesses". The concepts for establishing the methodological complex of information and analytical support for the development and implementation of the SSRD were proposed, and that would allow to evaluate the SSRD implementation progress as well as to substantiate a set of measures in order to obtain the desired development parameters.
